This document outlines the program theory of change for an initiative aimed at improving Early Childhood Development (ECD) in a rural district. The initiative supports the government in realizing an effective and scalable approach to delivering ECD services at the community level through established community hubs, known locally as "Mphalas" or "Insakas". These hubs are community-managed and involve service providers and volunteers delivering a comprehensive set of services. The theory of change, specified in the attached Results Framework, anticipates the impact of children aged 0-6 years achieving their developmental potential, with indicators focusing on the reduction of stunting and improvement in child development milestones. This impact is expected to be achieved through two key outcomes: improvement in parents' and caregivers' engagement in appropriate nutrition and caregiving practices, and an increase in children aged 0-6 in target communities who benefit from integrated child survival and developmental services. These services include community outreach health services, early stimulation and education, and child protection services.
