FALSE. Zambia has NOT used the referendum method for adopting all its constitutions throughout its constitutional history. The 1964 Independence Constitution was adopted through a combination of legislative process and negotiations with British colonial authorities. The 1973 One-Party State Constitution was adopted through parliamentary process following Chona Commission recommendations. The 1991 Multi-Party Constitution was also adopted through parliamentary process based on Mvunga Commission proposals. While referendums have been discussed and proposed for various constitutional reforms, Zambia has predominantly relied on parliamentary processes for constitutional adoption, sometimes complemented by specialized review commissions or conferences. The limited use of referendums reflects both political considerations and practical challenges related to civic education requirements, electoral logistics, and concerns about potentially divisive public campaigns on complex constitutional matters.
