This statement is true. Hypospadias is one of the most common congenital anomalies of the male genitalia. It is characterized by an abnormal positioning of the external urethral meatus (the opening where urine exits). Instead of being located at the tip of the glans penis, the opening is found somewhere along the underside (ventral surface) of the penile shaft. The defect occurs during fetal development when the urethral folds fail to fuse completely along the midline. The severity of hypospadias is classified based on where the meatus opens: glandular (near the head), penile (along the shaft), penoscrotal (at the junction of the penis and scrotum), or perineal (further back). This condition is often associated with other anatomical variations, such as a downward curvature of the penis (chordee) and a hooded foreskin that is incomplete on the ventral side. Surgical correction is usually performed in early childhood to restore normal urinary function and cosmetic appearance.
