First, calculate each part: \(3^{2} = 9\), \(3^{-1} = \frac{1}{3}\), and \(2^{0} = 1\). Then, \(\frac{1}{3} \times 1 = \frac{1}{3}\). Finally, add 9 and \(\frac{1}{3}\) to get \(9\frac{1}{3}\) or \(\frac{28}{3}\).
