Sodium bicarbonate makes the urine more alkaline (increases pH). This ionizes more of the salicylate molecules in the renal tubule. Ionized molecules are less lipid-soluble and cannot diffuse back into the blood (a process called 'ion trapping'). Therefore, more salicylate stays in the urine and is excreted, increasing its elimination from the body.
