This statement is false. While penile squamous cell carcinoma (SCC) can occur anywhere on the penis, it is most frequently located, in order of decreasing frequency, on the glans penis, the prepuce (foreskin), and the coronal sulcus (the groove behind the glans). These areas are often referred to as the 'preputial cavity' and are subject to chronic irritation, poor hygiene, and retention of smegma, which are significant risk factors. Carcinoma of the penile shaft is less common. This distribution pattern underscores the protective effect of circumcision (which removes the prepuce) and the importance of good genital hygiene in preventing this malignancy. The lesion may start as a small nodule, plaque, or ulcer and can progress to a large, fungating (cauliflower-like) or deeply ulcerating mass.
