Potency is about the dose needed for an effect. Since only 0.3 mg of buprenorphine is needed to match the pain relief of 10 mg of morphine, buprenorphine is more potent (it works at a lower dose). Efficacy is about the maximum possible effect a drug can produce. A full agonist (morphine) can produce a maximal response if enough receptors are occupied. A partial agonist (buprenorphine), even at very high doses, cannot produce the same maximal response as a full agonist; it has lower intrinsic efficacy.
