Policy Analysis Frameworks and Models

This topic introduces key policy analysis frameworks and models used in health policy and systems research, designed for Zambian tertiary learners. Students will explore the policy triangle (context, content, process, actors), Kingdom's multiple streams model, Lipsky's street-level bureaucracy, and other theoretical approaches such as advocacy coalitions and punctuated equilibrium. The module emphasizes the application of these frameworks to analyze policy development, agenda-setting, implementation, and evaluation in real-world contexts, including Zambia. Through case studies, such as the integration of Community Health Assistants and the response to non-communicable diseases in Zambia, learners will practice using frameworks to understand policy successes and challenges. This topic is crucial for developing analytical skills, conducting policy research, and informing evidence-based policy recommendations. Mastery of these frameworks supports exam performance and prepares students for roles in policy analysis, health systems research, and strategic planning within Zambia's health sector.
